The federal tax credit allows individuals in participating states to knock money off their tax bills by contributing to organization that provide scholarships for private schools. Democrats have long opposed vouchers for diverting money from public education, but the federal program doesn’t touch state budget. When Chalkbeat asked 23 democratic governors if they plan to enroll in the program, only two gave a definitive no.
