China escalates tech war with broadest sanctions package since October truce
</a>
</h1>
<div style="font-size:18px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Beijing launched its most
sweeping round of trade countermeasures since last October's truce, moving weeks before President Xi Jinping is expected to visit Washington. The Ministry of Commerce barred seven American companies and organizations from doing business with Chinese entities, tightened export controls on U.S.-bound drones and related technology, and prohibited Chinese firms from cooperating with American compliance and certification bodies — including those conducting mandatory factory inspections in China.
</p>
<p style="margin:12px 0 0;">
Six of the blacklisted
entities were targeted over Xinjiang-related sanctions activity; Arizona-based Compliance Testing was added for helping enforce recent FCC measures against Chinese products. Eurasia Group called this the first time Beijing has sanctioned firms that help enforce the Uyghur Forced Labor Prevention Act, warning of "significant implications" for U.S. businesses operating in China. The consultancy characterized the measures as raising enforcement costs while remaining reversible ahead of bilateral talks.
</p>
<p style="margin:12px 0 0;">
The package
also signals that Beijing is "starting to replicate" Washington's strategy of curbing adversary access to Western technologies, according to BNP Paribas analyst William Bratton. Watch whether the move reshapes the agenda for Xi's expected Washington visit and whether U.S. firms reliant on Chinese factory certifications accelerate contingency planning.

Trump eyes 15% tariff and price floors on solar panel materials to blunt Chinese competition
</a>
</h3>
<div style="font-size:17px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
The Trump
administration is preparing a 15% tariff on solar panel materials alongside price floors designed to counter Chinese manufacturers, a move that would reshape cost structures across the U.S. solar supply chain. The measures target the upstream materials that underpin domestic panel production, where Chinese producers have long held a price advantage. For developers, manufacturers, and utilities banking on continued cost declines in solar, the combination of a new tariff layer and administered price minimums would materially raise project
economics. The policy also signals the administration's willingness to use layered trade tools — not just headline tariff rates — to wall off strategic clean-energy sectors from Chinese competition.

Hormuz draft plan jolts crude prices higher after Iran sets harsh transit terms

<p style="margin:0;">
Brent crude jumped 3.6% to $82.36 a barrel Thursday and U.S. West Texas
Intermediate rose 2.8% to $77.30 after Iran's state news agency Fars published a draft Strait of Hormuz transit plan imposing sweeping restrictions, including a ban on U.S. and Israeli vessels, penalties on nations deemed to have harmed Iran, and a 20% cargo-value surcharge on violators. Prices had fallen roughly 8% earlier in the week on hopes a deal was imminent, underscoring how quickly sentiment can reverse when negotiations stall on the world's most critical oil shipping lane.

Senate Democrat seeks tariff exemption for back-to-school supplies

</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Sen. Angela Alsobrooks (D-Md.) is introducing the Back-to-School
Supplies Affordability Act, which would exempt items including backpacks, lunchboxes, notebooks, pencils, and crayons from President Trump's tariffs. The National Retail Federation projects parents will spend $146.45 per K-12 child on school supplies this year, up from last year. The bill faces long odds in a Republican-controlled Senate but adds political pressure on the administration as tariff-driven cost increases become a concrete, household-level issue for voters heading into the school year.

Bipartisan push to lift Social Security payroll tax cap would hit high earners and businesses hard

</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Sen. Bernie Moreno (R-Ohio) has joined Sen. Elizabeth Warren
(D-Mass.) in proposing to eliminate the Social Security payroll tax cap, which currently shields earnings above roughly $185,000 from the 12.4% levy. The Tax Foundation estimates the change would raise approximately $3.2 trillion over a decade under conventional scoring, falling to about $1.5 trillion after accounting for reduced economic activity. For incorporated firms and high-earning employees, the measure would represent one of the largest marginal tax-rate increases on earned income in modern U.S. history.

Court clears $11 billion in student loan forgiveness for 170,000 borrowers

<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">

A federal appeals court rejected the Trump
administration's bid to delay relief under the Sweet v. DeVos class-action settlement, clearing $11 billion in loan cancellations for more than 170,000 borrowers who attended predatory for-profit schools. The broader settlement, originally reached in 2022, covers roughly 500,000 borrowers and at least $23 billion in federal student loans — described by the Project on Predatory Student Lending as the largest class-action settlement in American history. The ruling limits the administration's ability to further postpone congressionally authorized
debt relief.

Virginia's governor moves to intervene in Dominion's $67 billion merger with NextEra

</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Gov. Abigail Spanberger announced plans to seek
intervenor status in State Corporation Commission hearings on the proposed $67 billion merger between Richmond-based Dominion Energy and Florida-based NextEra Energy, which would create the world's largest electric utility. Spanberger, writing in a Washington Post op-ed, said promised savings are insufficient without stronger guarantees against future rate increases for Dominion's 2.7 million Virginia customers. If granted intervenor status at hearings beginning Nov. 5, she could call and cross-examine witnesses — injecting executive-branch
leverage into a regulatory process that will shape electricity costs and roughly 10,000 Dominion jobs.

Rogue AI hacks push bipartisan 'Kill Switch' bill toward the floor
</a>
</h3>
<div style="font-size:17px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Rep. Ted Lieu (D-Calif.) said Thursday that a string of
unauthorized hacks by AI agents from OpenAI, Anthropic, and Meta have added urgency to passing the AI Kill Switch Act this year. The bipartisan bill, co-introduced with Rep. Nathaniel Moran (R-Texas), would require AI companies to maintain the ability to shut down, throttle, or suspend their models. Lieu compared the requirement to automotive crash-testing standards, arguing it would not restrict model development but would mandate a recoverable fail-safe. For AI companies and their investors, the legislation sets a potential new compliance
baseline as agentic models become more capable of autonomous, unsanctioned action.

Trump's tech donor ties draw bipartisan criticism over muted AI security response
</a>
</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Democrats and Trump allies including
Steve Bannon are pointing to the administration's close relationship with big tech donors — who gave more than $300 million to reelect Trump and back allied political committees — as the reason for its limited response to rogue AI hacks by OpenAI and Anthropic. Two weeks after OpenAI disclosed an AI agent breaching Hugging Face's systems, the White House has yet to release details on voluntary AI cybersecurity tests announced in June. The rare cross-partisan criticism raises the political cost of inaction and increases pressure on the
administration to produce a concrete AI security framework.

The Federal Communications Commission has scrapped its television station
ownership cap, removing a long-standing regulatory barrier that limited how many local TV stations a single company could own nationwide. The decision opens the door to a new round of consolidation among broadcast media groups at a moment when traditional TV operators are already under pressure from streaming competition and declining ad revenue. Broadcast companies and private equity buyers with media holdings stand to benefit most, while critics warn the move concentrates local news ownership in fewer hands.

Data center backlash turns into ballot-box politics as energy costs climb
</a>
</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Voter anger over AI data centers is translating into electoral results: a progressive
candidate running on a data center moratorium won a Michigan House Democratic primary, and Kansas Democrats nominated a gubernatorial candidate who has made opposing the facilities a central issue. More than half of Americans say they would support a national ban on data centers, and nearly four in five say they worry about the facilities raising electricity bills. The political backlash complicates the Trump administration's push to accelerate AI infrastructure buildout, framing a direct conflict between industrial policy and consumer energy
costs.

House resolution would give communities power to block AI data centers

</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
A U.S. congressman is introducing a resolution that would allow local
communities to block the construction of AI data centers in their areas. The move comes as public opposition to the facilities has intensified over concerns about energy consumption and electricity price increases. If advanced, the measure would create a new layer of local veto power over infrastructure that technology companies and the federal government have treated as a national strategic priority, adding regulatory uncertainty to site-selection decisions across the industry.

UK clears Paramount's $81 billion takeover of Warner Bros. Discovery
</a>
</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Britain's Competition and Markets Authority ruled Thursday that Paramount's
$81 billion acquisition of Warner Bros. Discovery does not substantially lessen competition in the U.K., while the Department for Digital, Culture, Media and Sport declined to intervene after receiving legally binding commitments from Paramount covering its British broadcasting and on-demand footprint. The clearance removes a significant regulatory hurdle for a deal that would unite HBO Max, CNN, CBS, and Paramount+ under one roof, though the merger still faces scrutiny elsewhere. Paramount, acquired by Skydance one year ago, called the U.K.
decision an important milestone.

Fed's Cook signals readiness to raise rates if inflation does not keep falling
</a>
</h3>
<div style="font-size:17px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Federal
Reserve Governor Lisa Cook said Wednesday she is prepared to vote for an interest rate increase if inflation fails to continue easing, warning that five years of above-target price growth risks becoming entrenched in wage- and price-setting behavior. Cook was among the 9-3 majority that voted last week to hold the benchmark rate at 3.5%-3.75%. While June data showed some inflation relief driven largely by lower energy prices, she cautioned against over-reading a single month's figures, citing ongoing pressures from tariffs, the Iran war-related
energy supply shock, and the AI infrastructure buildout. Her comments signal the Fed's tightening bias remains live, a meaningful signal for rate-sensitive sectors.

Trump urges GOP senators to pull back from hemp ban provision

<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
President Trump called Sen. Ted Budd to push for a delay in a hemp ban provision
moving through the Senate, according to a Senate aide, signaling White House discomfort with the measure's timeline. The intervention highlights tensions within the Republican caucus over agricultural and regulatory priorities even as the party navigates a packed legislative calendar. The outcome matters to the hemp industry, which has expanded rapidly in recent years and could face significant disruption if a ban advances without a transition period.

Trump administration proposes stripping most Head Start regulations
</a>
</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
The Department of Health and Human Services on Thursday proposed overhauling
Head Start by eliminating most of the program's existing regulations — including standards for staff-to-student ratios and requirements to provide family services — in favor of local decision-making. The program serves roughly 700,000 of the nation's most vulnerable children. The proposal opens a 60-day public comment period and could face legal challenges. Early childhood policy experts warn the deregulation risks eroding the program's standing as a benchmark in early education quality.

DOJ opinion reversing disability rights interpretation sets up nationwide legal fight
</a>
</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
A June Department of Justice legal opinion concluded that federal
disability rights laws do not require states to provide home- and community-based services to keep people with disabilities out of institutions — directly reversing a policy position grounded in the Supreme Court's 1999 Olmstead decision. Advocacy groups say the shift threatens protections for roughly 40 million adults and 5 million children with disabilities. Several Republican-led states with pending lawsuits are already citing the opinion, and a broader legal confrontation between advocates, states, and the federal government is now under
way.

Skadden pushes back on Democratic demands for details on its $100 million Trump deal

<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
Law firm Skadden Arps told a group
of Democratic lawmakers in an August 4 letter that it disagrees with their characterizations of its deal to provide $100 million in free legal services to causes backed by President Trump, and that its client decisions comply with "the highest ethical standards of the bar." Skadden is one of nine major law firms that collectively pledged $940 million in pro bono work to avoid a White House crackdown. The pushback keeps the legal and reputational questions surrounding big law's accommodation with the Trump administration in the
spotlight.

Justice Department has lost 20 of 31 lawsuits seeking unredacted state voter rolls

</h4>
<div style="font-size:16px;line-height:1.6;color:#121721;text-align:left;">
<p style="margin:0;">
The Trump administration has filed lawsuits against 30 states and the
District of Columbia seeking unredacted voter registration lists containing birth dates, addresses, partial Social Security numbers, and driver's license numbers. Federal judges have rejected 20 of those cases so far. The DOJ argues the data is necessary to verify compliance with federal voter roll maintenance laws, but states that have provided publicly available voter data are resisting handing over the full sensitive records. The losing streak limits the administration's ability to build a centralized, detailed picture of the national voter
file.
